I think your facts are a little screwy. The depression grew out of the treasury's response to the crash, which was a direct result of too little supervision of mercantile banking in the US. The crash led investors and bankers to withdraw credit - in other words, the entire financial system became "il-liquid" President Wilson's response to that fact was to refuse to create more capital, which spawned the depress...
