NEW YORK (TheStreet) -- RATINGS CHANGES Altera was downgraded at Piper Jaffray to neutral from overweight. Valuation call, based on a 12-month price target of $42, Piper Jaffray said. Apache was initiated with a "reduce" rating at Nomura. Twelve-month price target is $63. Nomura analysts say they are concerned that the company's sharp reduction in its North American rig count to 27 (from 91 in the third quarter of 2014) and reliance on its DUC inventory could lead to higher-than expected base declines in the second half of 2015 and in 2016.
