Governments employ secrecy ( our government has more secrets than most others combined ) because they are afraid of their citizens' reactions to policies they know would neither be acceptable or tolerated. Our government possesses a very deep and ultimately tragic contempt for us, its own citizens because the nearer it approaches illegitimacy and draconian behavior the more it wishes to hide its unlawful and destructive policies. Can a nation be considered a democracy when its citizens are excluded from so many decisions and so much truth? Secrets imply fear and what does our government fear? Us. The unspoken implication here is that the government believes we possess a power potential which, thus far, we ourselves are unaware of.
