"Others would be able to understand how it works, and observe if there was an operational problem, or if the currency managers are being naughty." Who would the others be, another crony committee that answers to the politicians? And if those who oversee the currency managers are in on any operation, with the politicians of course, wherein naughty activities take place what happens? Any system wherein you add layers of complexity you end up with an endless number of policies and procedures with an infinite number of loop holes and possibilities of abuse.

KISS is still the best way to handle any situation or operation including a countries currency.
