I contend that sanctions exit for one of only two reasons.
1. The intent is to escalate the conflict.
2. Politicians are a direct representation of those who elected them.

Arguments in favor of each possibility.
1. Sanctions directly harm the citizenry.
This creates ill will towards the country imposing the sanctions.
Contrary to popular beliefs, the citizenry will support their nation be it right or wrong.
Ergo no pressure from the citizenry to force a change that would result in sanctions being lifted.

2. They call our system of governance "representative democracy" in spite of the Constitution's guarantee of a republican form of government.
Sanctions are like trimming fingernails with a hammer. It wasn't effective the first time, so try, try again.
Like in the movie, Forrest Gump, "Stupid is as stupid does."
Ergo the politicians mirror the wisdom and knowledge base of their constituency.

Me? I'm tired of voting for the lesser of fools, idiots and sycophants.
Lesser of evils is not involved in the process. Evil requires copious quantities of intelligence to survive in the long term.
Which makes possibility #2 the most probable and as a bonus we get option #1 thrown in as well.
