If establishing a minimum wage works, why do we have this pretty much identical discussion every couple three years?

People can't raise a family on the minimum wage.

Awhile back the states sued the federal government over unfunded mandates regarding instant background checks for buying weapons.
Wouldn't minimum wage hikes be an unfunded mandate as well?

Obviously they are believers in Uncle Sam being a wise old wizard rather than the well-documented cripple with dementia, paranoia and psychopathic tendencies.
