The solutions, to the problems, will not be adopted until the cost of retaining the CURRENT structures exceeds the cost of replacing them. Example: you can move in and take over your neighbor's house ~ until the cost is your life ~ at which point the cost of retaining your current structure exceeds the cost of replacing it. The solution: you move out and find a new place to live; thereby reducing the cost below the level of costing you your life. I hope this helps you see what you're up against.
