The MASSES are constantly hammered just trying make enough money to eat and pay their bills. Worn out, by everyday demands, they spend their free time cooking, raising children, and sleeping. The Masses have no time left over to understand and formulate Monetary Policy.

The actors, elected by the Masses, disguise themselves as Good Shepherds to get elected. The MASSES elect Good Shepherds to protect them from The Wolves. The Wolves understand and formulate Monetary Policy.
