Anyone who was taught proper English - the parts of speech, sentence/paragraph structure and the proper format for an essay, etc can rarely legitimately evaluate his work negatively on a technical basis. The ten year rise has been in a clearly defined channel and is part of a strategy to protect the USD as reserve currency.
