One thing you overlook in your 'Long Emergency' and the end of cheap oil, is food. Food prices are tightly coupled to energy prices. If energy becomes scarce, food will become scarce.

A major driver of the Arab Spring uprisings was a spike in food prices, it was preceded by a spike in oil prices to over $100 /bbl.

If you are correct about the energy industry collapsing in 2020, then there will be global starvation and upheaval the following year after crops fail, and food cannot be delivered across the globe.
We won't be worrying about the battle for hearts and minds or Wokester crap, there will be bigger fish to fry. People will be on the move.
