Several economic reports coming out of the world’s second largest economy have been disappointing in nature. The most dismal of these has been the GDP report, which showed that growth has fallen below the official target of 7% for the current year. However, fresh indicators suggest that the economy may soon be firming up. This comes on the heels of a recent rate cut and expectations emanating for the Communist Party’s four day meeting. Rate Cut, Crucial Party Meeting On Friday, China’s central said it was cutting key rates in order to deliver much needed stimulus to the economy. This announcement followed a series of reports which indicating the economic was slowing, in particular sub-par growth figures The one-year benchmark bank lending rate and one-year benchmark deposit rate were cut by 25 basis points to 4.35% and 1.5%, respectively. New rates came into effect last Saturday. Meanwhile, the Communist’s party’s four-day meeting will end tomorrow. There are already indications that the government is considering reducing the country’s growth target to 6.5% during the 13th five-year plan. However, there are still some officials who believe that this may not be the best path for the country. This is why another proposal, for a target range of 6.5% to 7%, is also being discussed. This is because the government has said that it aims to double the growth rate by 2010 and income levels by 2020. If growth higher than 6.5% is not maintained over the next five years, this target may become difficult to achieve. Fresh Signs Create Optimism Starting this month, flash manufacturing PMI data will no longer be released by Caixin Media and Markit Economics. Additionally, government data on the services and manufacturing sectors will only be released on Sunday. This means that we will have to look elsewhere for fresh indicators on the state of China’s economy. A private set of PMIs collated by China Academy of New Supply-side Economics together with Minsheng Banking Corp. indicates that the economic situation worsened rapidly during the summer. According to the gauge, the situation has improved rapidly since that time. The measure utilizes data collected from at least 4,000 companies. The gauge for manufacturing increased from 43 in September to 43.3 this month. Also, the services index increased from 42.3 to 44.2. Meanwhile, the MNI China Business Indicator which is compiled by Deutsche Börse subsidiary Market News International (MNI) also indicated an increase in economic activity October. This indicator is created from a survey of nearly 200 companies listed on China’s two stocks exchanges.
