Ilion, N.Y. - National Grid recently completed remediation of a former manufactured gas plant (MGP) located at East and East State Streets, in Ilion, under the direct supervision of the New York State Department of Environmental Conservation (NYSDEC) and the New York State Department of Health (NYSDOH).
The former MGP was operated from the 1870's through 1912 and manufactured gas from coal that was used to heat and light homes and businesses in Ilion. The site also contained a former natural gas regulator station that recently was taken out of service. The site is vacant and currently owned by National Grid.
The project included excavation and removal of contaminated surface and subsurface soils and disposal of those soils at a NYSDEC-approved disposal facility. National Grid also replaced a portion of an aging village storm sewer system that runs through the site.
In addition, National Grid crews installed a permeable, two-foot thick clean soil cover and new perimeter fencing as well as a new sidewalk along East Street. Crews will put the finishing touches on the site in the spring with new Cedar tree plantings and grass re-seeding.
'National Grid takes seriously its role in helping to cleanup former MGP sites in our service area,' said Melanie Littlejohn, National Grid regional executive of Upstate NY. 'Through collaboration with the New York State Department of Environmental Conservation and the entire project team, we are proud partner on projects like this to promote public health and the environment and to help restore useable space for the community.'
National Grid will begin an additional remedial phase in the spring of 2016, in the area of the Ilion Department of Public Works property at 125 East Street. The work will similarly involve the excavation, removal, and off-site disposal of contaminated subsurface soils from several areas, including portions of the open drainage ditch that runs through the property.
Niagara Mohawk and NYSDEC entered into a multi-site Order on Consent to implement a full remedial program for several former MGP sites across New York State, including the former MGP site in Ilion. National Grid assumed responsibility for the investigation and required cleanup of the former MGP site.
'We are pleased to work with National Grid, the DEC, and DOH,' said Mayor Terry Leonard, Village of Ilion. 'The East Street project is a good example of how public-private partnership can improve our community. I am encouraged that one day the property will be redeveloped which is important to the community and the Village of Ilion.'
