There are 50 states currently. There are currently 435 Congressman. There is nothing in the Constitution maxing Representatives at 435 or that states cannot redefine their borders. Are people in NY or Ill represented outside on NYC or Chicago? I'd say they have as much voice in their lives as a peasant outside of Moscow or St. Petersburg.
